News Summary for August 28th, 2008

++ The Nation’s Supreme Court ruled that legislation passed by Mexico City´s local congress allowing abortions to be performed before a fetus is 12 weeks old, is constitutional. In their decision, Supreme Court justices argued that the Constitution does not establish absolute and limitless protection for a fetus in the early stages after conception.

++ Mexico City Attorney General Miguel Ángel Mancera said that Noé and Israel Cañas Ovalle, two brothers who are under police custody, could be linked to the kidnapping and murder of 14-year-old Fernando Martí.

++ Organizers of a march against crime in mayor cities around Mexico will be handing in on Sunday, August 31st, a list of 10 proposals to President Felipe Calderón… Leaders of the march plan a meeting at Los Pinos and later they will deliver their proposals to the three levels of government.

++ Interior Secretary Juan Camilo Mouriño met with members of the federal cabinet to follow through on actions and pledges contained in the National Accord for Legality, Security and Justice.

++ Executive secretary of the National System for Public Security, Roberto Campa Cifrián, said a contest calling for proposals by companies to create a national vehicle register stays in place, because a database is needed to combat crime.

++ Manuel Camacho Solís, the man in charge of organizing the Citizen’s Consultation on Petroleum, delivered the results of the three-stage survey to the Congressional permanent commission. Camacho Solís called on the federal government, on the PRI and the PAN, not to shut off reason and the exercise of politics as ways to strengthen state institutions, recover citizens’ trust and save Pemex.

++ Several more banners with threats from drug traffickers aimed at authorities appeared in Veracruz, Tamaulipas and Quintana Roo.
