The Governor of Oaxaca, Ulises Ruiz, offered the APPO a new political agreement based on six points: reconciliation, state reform, the re-activation of the economy, the re-establishment of security, the re-design of government structures and the fulfillment of agreements with the striking teachers. As of November 25, the State council of the APPO agreed to besiege members of the Federal Preventive Police Force who are stationed in the historical centre of Oaxaca. The APPO also agreed to cut off all dialogue with the Secretary of the Interior until Ulises Ruiz resigns. The government of the United States extended the travel advisory for US citizens traveling to Oaxaca city and extended the advisory to include the whole of Mexico, especially Mexico City. This alert goes into effect until January 18, 2007.
