
The Senate ruled against the abolition of powers in Oaxaca with 74 votes in favor and 31 against. Carlos Abascal the Secretary of the Interior said that the Senate exhausted the institutional channels and resolved what it had to resolve. However, Abascal said that the country as a whole will not tolerate the level of insecurity that prevails in Oaxaca. The Popular Assembly of the People of Oaxaca (APPO) is analyzing the possibility of appealing the destitution of Oaxaca Governor Ulises Ruiz before the Supreme Court of Justice.
Enrique Rueda Pacheco, the leader of the 22nd Section of the Union of Teachers, confirmed that children would return to school in Oaxaca before the month is out. Rueda Pacheco said that this is for sure and announced three possible dates: the 23, 25 or 30th of October
President Fox called on political and social leaders to resolve the conflict in Oaxaca as soon as possible.

The Chamber of Deputies has asked PEMEX and the Ministry of Energy for a detailed report on the investigations regarding the accident on the Quetzalcoatl tanker in Coatzacoalcos, Veracruz earlier this week.
José Luis Luege the Secretary of the Environment said that the explosion on the tanker was caused by faulty operational practices in the maintenance of the tanker. He also said that the accident didn’t cause any environmental damages.
