I am finally back in Mexico...Now Oaxaca...

I apologize for not posting in the last two days. Just returned from Europe, and it is hard to blog on my blackberry, althought it is possible... Much has been taking place including some agreement between the Gobernación negotiators and the APPO. Even though the Section 22 of the Teacher’s Union and the APPO continue to demand the resignation of Ulises Ruiz, they have agreed to start loosing their grip on the City of Oaxaca. Gobernación and APPO agreed to a somewhat strange arrangement in which the local law enforcement would be under the supervision of a Commission, with the representation of Gobernacion and APPO. This would allow the protesters to start lifting the barricades and roadblocks. Additionally, the APPO representatives have spoken to Senators, underlining their demand that the Senate declare the "non existence of authority" or "desaparición de poderes" in Oaxaca, which would lead to the stripping of the Governor and the appointment of an interim government...There is now a discussion taking place to see if a bill will be drafted (possibly next week) and a vote in the next two weeks. The PRI is adamantly against any discussion or vote that could lead to the forced resignation of PRI governor Ulises Ruiz.
Conclusion: What seemed to an irreversible use of force to regain control of the City of Oaxaca last week, today it appears that there may be a different solution… One of the huge issue is when will the teachers return to the classrooms. It has been more then five months that they have been on strike…
